Bill Collector Q

Bill Collector Q

While I never agree with the statement, "I never got the bill in the mail so I didn't know I had to pay" (you know you used your credit card, right? so of course you'd have to pay), I do think there's an exception in hospital bills because they send so many that you can never tell if you're missing one. I went to the hospital May, 2003 and received/paid all bills years ago, so I thought. Then I receive a letter from a collections agency today for around $250.00. I call the hospital who claims they had no address for me to send original bills/notices so they sent it right to collections instead. Here's what's wrong to me: 1. The hospital clearly had my address since they sent me other bills. They also had my # and my SSN, so I was easily findable. 2. This collection agency had my account for over 3 yrs and never notified me. They say it's because they deal with the biggest bills first and get to smaller ones when they can, but 3+ yrs later? 3. They admitted that the bill has collected interest over the 3+ yrs but won't tell me how much was the bill vs how much was interest, and the hospital no longer has the amounts. The problem is, had they sent me this bill originally, HCAP would have covered it 100% because I have such a low income (student), but now they can't because it's been too long to apply for it. The collections agency refuses to settle this amount, and says that they'll put it on my credit within a month if it's not paid in full. Question: what are my options here? do I have any? I feel like I got royally screwed and that it's wrong for an agency to hold your bill for yrs till they randomly feel like getting a hold of you, let alone to charge you for it. Also, who do I complain to? (aka the FCC for cell phone companies) THANKS
