Canadian ISPs

This is partly an alert and partly some questions... anyone out there that's north of the 49th, be wary... Rogers is increasing their rates as well as instituting overcharges (so if you download or upload a lot, you're going to be charged) since i have rogers, i'm looking elsewhere. what i know... -Bell/Sympatico. -- uses DSL technology, so distance from the Central office will affect the speeds as well as it could take a while to install... but the prices are within acceptable limits. though, do they throttle the bandwidth if you go over a certain amount? will they add overcharges? -Primus. -- Same as Bell, but fewer central offices. prices are much nicer but i know that trying to get a technical issue resolved is going to be a pain (they're outsourcing their technical support departments to india... i know this because i used to work for them in that department... now, i'm unemployed to save $0.50/call (yes, i'm bitter)) but as far as i know, they don't throttle the bandwidth or charge overage rates. i know there are others and i may be missing some information, so i ask you, all you fellow financially-minded people out there... what choices do i have and do you have any stories to tell about your experience with your ISP? (*remember, i'm in canada*)
