Compost “tea”

So I have a little roller-bin for composting. There's only 2 of us, so while small, it works well for our needs. :-) It has an empty base, with slots in the bottom of the bin and the top of the base, to capture compost "tea." My issue lies with this "tea". Basically, what's the point of it? It's at the bottom, so unless I were to get a turkey baster and siphon it out, it's hard to harvest. On top of that, every time I open the little screw cap to try and see if there's actually anything in there, I can see maggot-looking things crawling around (only they're tiny, and red-ish?), and teenie-tiny flies come out. This is, understandably, squick-inducing and worrying for me. Am I doing something wrong? If so, how do I correct for this? If I don't have any plans on using this "tea" (labor intensive, so I just open it up and let it drain every few months), would it be better to just fill the base with sand? Thank you!
