Container Gardening

(EDIT) Right, so my family has moved from the california foot hills to the suburbs. I'm all for this, the ground around our house was hard clay and I couldn't do ANYTHING with it (believe me, I tried). Unfortunately we're in a rental and the owners are actually very sentimental about the house and while I'm allowed to plant flowers, I can't pull anything up or put in anything big. So there goes my herb and flower bed idea. There are, however, no restrictions on what I can fit into pots and in the house, so there we go. My idea is to plant decorative edibles, I'm speaking specifically of things like pansies, borage, burnet and nasturtiums. I'd also like to try growing a citrus tree (lemon or orange) in a large container and I'd like some ideas of how realistic this is. Sure I know it can be done and i'll have a whole lot of time to do it after May 1st, but will it be hard to keep these flowers going? Will the citrus be ok in a pot if it's big enough? I'd also thought about planting some hot pepper plants and garlic, will the hot peppers be ok this early and how much heat do the seeds need to get started? Any and all advice is helpful, thanks.
