Diagnosis help…

So, I'm hoping someone can help the newbie here. First, the red pepper transplants I put in the ground almost a month ago haven't gone anywhere much. They still look exactly how they did when I bought them, and that's the problem; no new growth. I bought the tomato transplants at the same time, and they're mostly growing by leaps and bounds. The red peppers, however, are perfectly green and healthy looking, just not growing. Any ideas? Do they just grow really slowly? Need more fertilizer? Next, I think something might be eating my Ancho Pepper plant. I looked all around and couldn't see any catepillars anywhere. It's a bit tattered, and the bits torn out of the leaves aren't circular like one might expect from carpenter bees, which are everywhere right now. Any idea what might be munchin on it? How do I know when my little squash/melon seedlings are ready to go in the ground? They're about yay big so far: Thank you to whomever answers!
