does anyone know what this bug is?

hi guys. I’m new here. I’m growing about 25 habanero pepper plants and all of the ones outside have bugs. These bugs are about 1/16 inch long and very skinny for their size. They are solid black except a spot of lighter color just below the head on it’s back. They don’t have wings that I can see (and never fly) or legs, though they must have legs because they crawl around slowly on both the top and bottom of my leaves.

They really aren’t doing that much plant damage, but I hate them.. There are no distinct holes/chew marks/anything else on the leaves, but the bottom leaves (where they lay their eggs/larvae or whatever) eventually yellow and drop.

I’ve researched so many bugs but haven’t seen a single picture of one that looks like this. Does anyone have a clue what they could be and how to get rid of them? I’ve tried several things (soap sprays, garlic spray, banana peels, other insecticide) and nothing seems to help other than squirting each one I see off the plant with water.
