Dressing warm to turn down the heat?

I don't know how to say this so I don't come out sounding spoiled, so here goes. I have never before really had to worry about keeping the heat turned low due to money. The bill was either managable, or included in my rent regardless so I did not have to care. But I fully realize that I can not do that this year. At all. But I no idea how to dress for warmth and am now freezing when I get up in the morning and it takes me hours to get warmed up even with blankets and robes. I mean the heat is set to 68 - which seems still pretty high to be saving money. So anyway my husband seems pretty good at keeping himself warm, so I just need to worry about me and the kids. What warm *indoor* clothes do you wear, and how do you layer them so as not to impede your movements? Any suggestions on where to buy warm indoor clothes cheap? I really don't want to have to sleep in snow boots, but it has been 3 hours and my feet are still freezing. Also? The kids won't sleep with blankets on. I have tried everything, but they wake right up if I cover them back up.
