Drying lavender/general lavender questions

I planted some french lavender in my yard this year - it's the kind that has ferny-looking leaves. It's grown really well but did not bloom a great deal. My best friend mentioned she'd love some dried lavender, so I thought I'd try to do it, but every site I look at talks about drying the flowers. If I just dry the leaves will there still be enough scent for it to be worth it? And for those of you who've done it before - suggestions? I also had some other lavender I planted that grew but never bloomed - it said "english lavender" on the tag and the leaves are more of a blue green color. Any tips on getting it and the other to bloom more next year? Or suggestions on anything I need to do to take care of it over the winter. I live in zone 7b (if I'm reading the map right!)
