For the poor skillers in hotter regions…

So my husband and I just moved from ohio to houston and OH MY GOD ITS HOT. Last months electric was 150...which I didn't think was horrible, but this months bill was....$310!!!! WTH! I called the electric company and they said the guy could have either read it wrong last month, or we were just keeping the air conditioning on too low. They said they recommend it being 78 during the day. Which is pretty hot for my son and I that stay home. I'm going to try 75-76 and see how that is. Any other energy saving suggestions in the south? Oh, our garage has a fan in the ceiling that goes out to the roof, shut that off? Anyone know how to weather proof (or heat proof) a fireplace. We have one, and it seems like heat is always coming down from the chimney, yes the flew is closed! I try to keep all lights off during the day, and just open the blinds. Usually the TV and the computer are on all day, and the ceiling fan is on part of the day when its hot in here since it makes it more bareable. Any suggestions should help...considering we just found out I'm preggo again and are trying to save as much as we can until I go back to work....
