heating the ground during winter in Michigan?

I have a new garden that I dug up last year. The ground was alley so it's grey wet clay. Last year, I mixed in some compost/dirt and tried to plant a garden, which went surprisingly well but now, I have leaves ontop of the dirt/clay now (and it's frozen, here in Michigan). I have oodles of compost in various stages of decomp, that I could put on there now but I've heard that I can put this on the dirt, even when frozen, put heavy black plastic over it, and it will heat up enough to break down, on our sunny days. Is this possible and is it worth trying? I know I need to enrich this clay/dirt a LOT for this year's garden. ideas on how to get the compost ready sooner? websites? what else can I do, even with frozen ground? thanks in advance
