hello and garden help

hi pple! :D i'm helping out at a community garden and we wanted to plant vegetables and some flowers (eggplants, chilli, watermelon, zinnia, gomphrena, dahlia etc). So we started planting some seeds some days back only to encounter 5 days of unseasonably strong (and continuous) downpours even though it is monsoon season here in tropical singapore. The temperature is ideal for growing seeds (73 to 86 deg F) but the rain flattens the soil and I'm afraid that the seeds are being washed away or buried too deep. Is there a way to cope with this problem- probably seed bed preparation techniques? Thanks a lot! :) [EDIT] Thanks everyone for their very practical suggestions! It is really appreciated. [/EDIT]
