Helping someone who’s hit rock bottom? I need your best poor skills!

So, an old high school friend of mine is back in town (DC area, after living in texas for 5 years) after her second divorce (she's 25). Her life has sort of hit rock bottom:

-Her first husband/baby daddy, who has primary custody over their son, served her with papers yesterday taking away custody from her and only allowing supervised short visitations.

-This is because she isn't complying with an old order requiring her to have twice-monthly random drug tests and go to rehab.

-She has no money; she was laid off from her job in January and is now living with her mom. Her mom is dying of congestive heart failure and is about to have her house reposessed. She says lack of money is her reasoning for not getting the drug tests/rehab, as her court order requires that she pay it.

-She has an oustanding drug posession charge and an oustanding check fraud charge in Texas awaiting trial (Dad bailed her out of jail but refuses to give her any more money).

Now. This all sucks, yes? but Jill has no money for a lawyer (she's contacted legal aide so we'll see how that goes). She has no money for ANYTHING. Yet, she goes out every night and spends what few dollars she DOES have on booze/gas/food. Yesterday, however, being served with the papers, she seems legitimately remorseful - yes also legitimately unable to see how to fix her situation. She's FULL of excuses.


So, I come here for your best-of-the-best poor skills. Anything that might help someone in this situation. I feel like the best I can do as a friend (other than telling her to shape the fuck up) is to give her as much info as I can to help her. If she chooses not to take the help or doesn't act on it, I'm washing my hands of it. Harsh? Maybe, but I can't keep taking responsibility for how she lives her life. Also, I refuse to give her money.

Food help? Info to help her and her mom's housing stuation? Help with her custody situation? Legal info? Low-cost drug tests/rehab? Etc.

I'm in the DC area, but any general advice is also welcome. THANK YOU! :)
