In search of…

I have a bed in my garden that currently has a rather patchy border of pansies. I'd like to fill in the gaps, but I don't know with what, so I'm on a quest for suggestions. So, what I need is a border plant, not more than about 8-10" high, perennial, hardy to Zone 5, happy in full sun (corner of the bed) to mostly shade (other side of the bed), and preferably with some kinda fascinating foliage. Ideally, something with burgundy leaves, but as I think I might already have a tall order going...any suggestions? Anyone? I'm off to look through my catalogs again now... Thank you!
