Is this phlox?

Is this phlox?

Quick plant ID.... is this phlox? It's about 4-5 feet tall. It's growing all over my parents garden, as well as the prairie area planted in the schoolyard behind their house. They told me there was some back there. I just wasn't sure because the phlox in front of their house is already blooming, and this obviously is not. I was going to transplant some to my house but it looks like it's got a good case of powdery mildew plus something else (yellow spots on the leaves) so it may be better to look for some more resistant stuff in the store next spring? Ok technically this is the one growing back in the schoolyard, not their garden! It looks a lot healthier. IMG_3571 And just for fun, some monarda. It's also growing in the schoolyard. I have the darker maroon colored bee balm, this is the first I've seen it this color. I bought a seed packet that appeared to be about this color but never planted any. IMG_3560 This redbud apparently has issues, but it looked neat. IMG_3549 Their neglected garden. The pots are full of amaryllis (I snagged one, the bulbs are literally busting the pot open) and you can see the stuff I'm hopeful is phlox on the right. It's a mess, there are also daylilies (as tall as me!), tiger lilies, old asparagus, iris, and whatever other stuff they literally threw in there. Amaryllis
