Keeping Rabbits at bay…

So last year I had some problems in my veggie garden with rabbits. Here in Maryland the little creatures are all over this time of year and while they are cute they need to stay away from my broccoli plants. I'm getting ready to plan some items in my garden, one being some broccoli seedlings, and I want to know what other's have done in the past to keep these little guys away from their plants. We have a dog that roams the yard and even through the garden but that isn't enough of a deterrant. Last year I even sprayed a cayenne/oil/dishsoap/water mix (I loosely followed a recipe I found) on them which was a deterrant for a bit but then they seemed to get my beans. I would spray every time after a rain...maybe I should bump that up to daily or every other day? Short of putting a fence around my garden what else can I do. My husband uses a tiller in there and we would both prefer for ease of getting into the garden no additional fencing. Any really tried and true sprays? Nothing really toxic please as I have kids and a dog and well I just try to stay way from toxic stuff. I really like my beans and I love my broccoli and it was so frustrating last year to not get enough beans to can! Thanks!!
