Kitty problems

Can anyone here tell me a ballpark figure for having tests run on a cat that has been urinating everywhere? I don't really believe it is a medical problem, but am going to take her to the vet anyway because I am at the end of my rope. Does anyone have any other suggestions of how to try to make her stop? I really don't have a lot of money to spend on extensive tests and I honestly don't believe she needs them. I've spent money on gadgets and sprays and they don't seem to be helping at all. Here is some more info about the cat... She poops on the floor sometimes too and has peed in our bed. My husband really wants to find her another home but I would rather not if we don't have to. My parents had this cat and two others for five years. They told me they thought she was doing this because the other cats were bullying her at the litter boxes. We brought her to our new house and when we moved in here she started peeing and pooping in the living room on the carpet. We had all the carpeting replaced in the house since it was in bad shape anyway. That didn't stop her from doing it again. We've had to start locking her up at night in our bedroom and the bathroom (the bathroom has an adjoining door) where two of her litter boxes are. She will go in her box and then go on the tile floor in the bathroom while we are asleep, even with the two boxes there. She sleeps in her our bed with us and does not seem unhappy being confined to the two rooms at night. So aside from replacing the carpet we've used enzyme cleaners, rug shampooers, got two extra litter boxes so now she has three and one of them has a cover on it. We keep her boxes clean and use scoopable litter. We scoop the litter as soon as she uses her box unless we are asleep. We give her plenty of affection and play time and she always has food and water available. Recently she went on the carpet in the living room and I can smell it but I can not find it, which is just really frustrating and making it really difficult to get rid of the odor this time. I'm considering buying a UV light detector but I really don't want to shell out the 20 bucks for something that might not work. I should mention that we also have a small dog and the cat has showed signs of being jealous. The dog is not aggressive in anyway towards the cat and he is very small weighing in at only 5 pounds. She has chased the dog, swatted at him and sometimes when we are petting the dog she will jump between us and try to get us to pet her instead. I feel like such a failure as a pet owner right now. Aside from taking her to the vet to make sure it's not a medical problem I just don't see what else I can do. I'm afraid we're going to have to give her up and I feel terrible about it. Edit: You guys are amazing, thank you for all your advice!
