Name that spot!

I was inspecting the various sprouts in my garden, most of which are too small for more than, "I think it's probably..." identification, when I turned over a leaf and discovered this: I pull the plants that appeared to be affected, and I hope they are in fact weeds, and not seeds I planted on purpose. (Positive identification would be nice, too, if possible. I planted morning glories, larkspur, and poppies there on purpose, and it's not any of those, but I may have planted other stuff I forgot about since.) My first guess is insect eggs; my second is a fungus. Can anyone tell me what it is? Is it likely to affect my 'mums, feverfew, chives, basil, or other plants in that area? What should I do to treat it - is just yanking stuff enough?
