Sorry, I don't have any pictures currently, but I'll try to describe as best as possible. I think that will suffice for this problem. I bought a new house last summer in NC Zone 7. There are two mounds of pampas grass on either side of the driveway. When I moved in, they were looking a little thin compared to others I saw around our neighborhood. I thought it was because of all the dead leaves that had gathered at the base. I thought they were preventing any new leaves from coming up. So, I raked the leaves out. Then, during the end of winter, I cut them back like the book, Gardening in the Carolinas, said. When Spring came, they started to grow back. However, they grew in just as thin. Any ideas for making them thicken up? Should I not bother cutting them back in the winter? My neighbors didn't this year and theirs are full.
