Protecting Fruit Orchard from Grazing

I have a fruit orchard, and the surrounding area has been overtaken by tall weeds. The problem was previously being controlled by mowing and weed whacking. To get straight to the point, I basically have two options on how to deal with this: grazing or herbicide. So, the decision is to let the cows graze the area where the fruit trees are located. The trees are small (1 and 2 years old), and I fear that cows may eat/destroy the leaves. Are there any suggestions on how to protect the trees? I’ve thought about fencing, but it might become too expensive.
