Putting up with inconsiderate neighbors

so I live in what I'm starting to believe is the most annoying apartment complex in the world Our upstairs neighbors have a 2 year old child that runs around between her bedroom (which is just above ours) & the living room from 8am until around 10pm. We've talked to them, to the landlord, & actually taken it as far as the tribunal but no one will do anything about it. My fiance is a security guard & works mostly night shifts & our roommate is a tech support agent who works all night shifts, & the tribunal person basically said they should work day shifts instead. Also, if that wasn't bad enough, there's people on our floor who send their kids out into the hallway to play, & if they're not running up & down the hallways yelling & playing tag, they've got remote control cars that they're running into doors. There's also people who put their dog out on the balcony & ignore its barking for about 20 minutes before letting it back in the apartment. & in nicer weather, there's a bunch of people who get drunk & blare their music off the balcony at 2am. & then the people who are too lazy to get out of their cars who just honk their horn until whoever they're waiting for come outside. Right now we can hear someone's bass throughout the whole apartment. It's not loud enough to complain about, but it's loud enough to be annoying so, poor_skillers, I guess what I'm hoping for is a way (other than complaining, because it's useless. If the noise is TOO loud after 11pm, we call in noise violations, but other than that, complaining has proven itself useless) to deal with this sort of BS. We've got one of the cheapest apartments in town, but I'm getting tired of living in my bedroom, under my headphones. Does anyone have any suggestions? Cheap soundproofing ideas? I've tried earplugs, but I can't sleep with them in :( EDIT: No, I don't expect them to hang the kid from the ceiling, but knowing that we work nights, I don't think it's too much to ask to try to coral the kid in the living room until noonish or so, so we can at least get a few hours of sleep. The reason we took the matter to tribunal is because the landlord told us to (not like it did any good). What we really wanted to happen was to get a different apartment in the same building, but for the same rent we're paying now (because we've been here for 6 years under controlled rent, whereas the rest of the building saw a big hike about 4 years ago)
