Question about credit cards

Question about credit cards

A few years ago, I received one of those "You've been preapproved!" offers from Capital One in the mail. Under the Terms and Conditions section, it said you must be 18 to apply for credit. I was only 17 at the time, but decided to fill it out anyway. I put my actual age and birthdate on the card, but they issued a card anyway, even without a cosigner or anything. Are they allowed to do that? Just in case anyone's wondering, I AM paying them back, so please don't think I'm trying to get out of paying them. I was just wondering what the rules are for that kind of thing. :)
