rose question

I recently transplanted 4 roses from the front garden to the back. I realize that this will cause a bit of stress to the plant, but the last two that I relocated have come back all but the very tops of the stalks. And unfortunately, these two had the starts of buds.

This is my first real garden to work with (I always helped my mum with hers), and I’m really unfamiliar with roses. Plus, I’m not quite sure what type of roses these are since they were in the garden when I bought the house.

My question is – if I cut the stem below the bud (or the part that’s drooping), will the roses sprout new growth/blooms? What’s the best solution to perking them back up and promoting good growth? I want happy roses. :)
