Rosebush problem

Hello,

I just planted the most beautiful rose bushes a few weeks ago, but for whatever reason they don’t appear to be doing well anymore like when I first got them.

On their leaves appears to be something that looks like they were watered with milk leaving a weird milk stain. It’s not fuzzy or anything, just like a dried milk stain.

Any ideas??
