Sanitation issues with an old chair?

Last night I got this chair someone in my apartment building was giving away. It looks like crap now, but I think it will be pretty easy to fix up.

The wooden armrests should be simple to re-finish. The metal frame has some rust spots, but I think it will be okay if I sand them off and give it a couple coats of black paint, since I won't be keeping it outside or anything. The cushions are brown vinyl; I plan to scrub them well and make covers for them with fabric on sale, or remnants if I can find any that are big enough.

My one concern: the vinyl on one side of the bottom seat cushion has been cut away and removed, to expose the springs and some kind of thin straw-like filling. I figure that, since I'll be covering it with fabric anyway, I should be able to just cover up that section with duct tape to make the vinyl seal in the air again. But should this be some sort of red flag to me? I don't know if this damage is a clue that, for example, the previous owner's cat peed all over that side of the cushion and all they did to clean up after it was just cut off the vinyl... Is there some sort of germ-killing spray I should put in the filling before I cover it up? I would appreciate any ideas or advice--I'm not phobic of germs or anything, but I don't want to be unknowingly bringing some sort of health hazard into my apartment. Thanks!
