Shrubs Missing Leaves Post-Winter

I have an azalea and two variegated wigela that lost all their leaves during the winter, while all my other azaleas retained theirs. I thought they were dead, but upon closer examination I see what look like buds on the tips of the small branches, and the branches still feel limber and green, not brittle and dry. Should I expect these to develop new leaves this spring? If so, what caused them to lose their leaves while most of their cousins kept theirs? It might be relevant that they were just planted last spring, but so were most of the other healthier shrubs. Thanks!
