Star Jasmine

Star Jasmine

Last spring we purchased five star jasmine plants from a local nursery which stated they were hardy to -20 and planted them in our front flowerbed. All of our other shrubs and trees have put out an abundance of buds, but the jasmine still are stickish and completely bare. I've been searching a bit online and the most I've found is that it's best in zone 9 (we're in 7). I'm wondering if it's a lost cause or if I should just give it more time to come back? At what point should I assume they're dead and pull them up? If it doesn't sound like it will come back, can you recommend something that will vine for ground cover but still put forth plentiful amounts of fragrant flowers during the spring and summer months? Thank you!
