Stubborn Lady Banks

Hello, ya'll! I live in the Texas hill country and spend most of my spare time digging in the dirt. One of my gardens is in a corner with a small trellis. About three years ago I planted two small Lady Banks roses. They are usually prolific here and bloom like crazy, so I figured it wouldn't be too long before I had a trellis covered with blooms. I haven't seen a single bloom in all this time. I get a good leafy growth every year but no blooms. I have plenty of bees and other pollinators buzzing around, so I don't think that's a problem. I've tried various fertilizing options with no real result. I don't know if this is a silly question or not, but is this a plant where I need to have planted a Mr. Banks to go with the Lady? Is it a male/female thing maybe? And how would I know the difference? Any thoughts you have would be appreciated!
