To file or not to file (a fender bender adventure)

I'm a fortunate not as poor as I used to be (but still well below the average for my area) person with a car I try to maintain well. My previous car had some unaddressed scratches that resulted in a lot of rusting, so I'm trying to avoid that.

Long story short: 2 weeks ago, I was rear ended. My car was already quite dirty, and it appeared that there was no damage to my car. I got the guy's name and number, but he didn't have his insurance info on him. Because he was really odd and I was late for a job interview, I declined to call the police. I later inspected my car again, and it appeared to be fine.

Yesterday we had beautiful weather in Chicago, so I went through the car wash to de-salt my car. When I got home, I noticed that the area where I'd been hit has some scratches. There is no damage the the actual body of the car, but the paint is kind of scraped up, through the protective coat all the way through the paint.

So, is two weeks too long to wait to file a claim? I couldn't really prove it was the accident that caused the scratches, even though I know I haven't hit anything else. Even more importantly (because the guy was SUPER weird and I really don't want to deal with him) is there a cheap way to repair these scratches? I'd be OK spending up to $25 dollars on a scratch repair kit if I knew it would work, mostly because I'm 100% sure I'll use it again (or my husband or family will use it). So the second question is whether anyone has found a scratch repair kit that actually works. My car is a green Ford Focus if that helps.

EDIT: Thanks for all the advice...I'm gonna try to fix it myself, but if it turns out to be really expensive or a pain, I'll go through my own insurance. THANKS!
