To Rototill or Not to Rototill…

Yes, well, that is the question. I am putting in raised beds (for those following my garden building saga: upon consideration, I'm ditching the huge single raised bed and splitting it up, never mind the added expense). I am wondering if rototilling the soil up under the beds would be a good thing. The soil here is awful, just awful, but maybe under the influence of the purchased topsoil/amendments I put on top of it, it might be useful. Otherwise I was going to put a heavy layer of newspaper down over the "base" soil/scruffy turf and put the purchased topsoil onto that. So- rototill or newspaper? I'm also mildly scared of rototillers. I have to keep reminding myself that I'm 50 pounds heavier and much stronger than when I last used one and it probably won't run away with me this time.
