Trees won’t stop growing!

In my backyard there are 4 trees that were allowed to grow around/into a chainlink fence. After buying the house, we had the tress cut back as far as possible. There are still large stumps and from these stumps, many many branches have been growing all spring/summer. I have been periodically cutting them back but they just grow again. A friend suggested cutting them back and applying tar to the stump. Will this prevent new growth? How exactly would I go about doing this?

Does anyone else have any experience with this type of situation? I cannot grind the stumps without destroying the fence and that would just get ridiculously expensive. I am OK with the stumps remaining in the fence, but I need to stop them from gorwing back into trees. Thank you for any advice you might have :-)
