two questions, about cats and tomatoes

I have two questions for you. Firstly, there are a couple of neighbourhood cats that seem to think one of my flowerbeds is a litterbox. I've tried nearly everything to keep them out: store-bought stuff that's supposed to smell bad or to give them a rash; ammonia; marigolds; dozens of bamboo skewers sticking up out of the ground... But they keep on coming. It's pretty disgusting. Is there anything else I can try? I don't want to try cayenne because I've heard it can hurt them a lot if it gets in their eyes. My next plan of action is to dump some catnip seeds in the neighbour's yard. No, I'm just kidding! (mostly) Help! Secondly, I want to put some pretty little filler plants into the planters with my tomatoes. Is there anything that grows either really well or really poorly alongside tomatoes? I'm thinking lobelia or bacopa or maybe wave petunias. Thanks! :)
