Vegetables overwintering?

I uncovered my veggie plot from it's blanket of mulch yesterday. I have a short row of parsnips and spinach, planted last autumn and still alive, but small and dormant looking. I did harvest some of the parsnips in December, the roots were extremely small, smaller than the last joint of your thumb. Should I leave them in the dirt and hope they get bigger, or should I just dig em up and plant something else? I am kinda assuming the spinach will take off and do well, but please correct me if I am wrong. Any recipes for baby parsnips? I mean *really* baby? Maybe soup? I think I give up on root crops for awhile, my soil is just too heavy and they don't go anywhere...and the voles get them too.
