Wood Floors

I rent an apartment that has a lot of wood floors. Unfortunately, whoever lived here before me or helped "fix" up the place (micky moused) did a terrible job and dripped white paint on some of the floors. The floors are all pretty scratched and beat up as it is but its annoying when I sweep and mop because the floor still looks like it's got stuff on it in some places. Is there a safe way to clean the paint off the wood floors? Also, they are pretty dull, the shine is pretty much non-existent and you can see the varnish all chipped and discolored in some places. In the past people owned rabbits and dogs and the floor got water damaged in some places. Im not planning on making the floors look like new and I usually mop with a special cleaner for wood or one of my other cleaners for mopping. but the floor just doesn't look clean or shiney. Anything I can do besides refinishing, which I never plan on doing since I don't own the house. Thanks for any tips!
