Japanese Maple Being Eaten

Hey gardening folk, I've got a Japanese Maple in my backyard, an area of the stump visually appears to be rotten however on closer inspection it's riddled with tiny (circa 1mm holes) and falls apart with a bit of a poke from a trowel. A little big of digging yields a small collection of tiny black bugs, any idea what these may be or if they would be whats eating it? Solutions/etc also welcome. Thanks.
