Just a few questions…

Hi guys! I have a few questions for you. I've been gardening not so seriously since I was a child but started a little more seriously last year. I don't have a lot of experience, especially since my plants were so waterlogged last year and didn't do very well buuuuut I'm very excited about this season. Soo on to the questions: 1. can veggies like onions, carrots, and radishes be started indoors? Are they ok to transplant? 2. I bought a rose bush today - well its not really a bush yet, its just a bag of roots with two stalks sticking out of it. Should I plant it in a nice big pot now or wait till the weather's nice enough that I can keep it outside? Also, if I should wait to plant it, what should I do with it in the mean time? It doesn't look very happy in the bag &I feel like it should be watered... 3. This is the most important question. I ordered dahlia and begonia tubers which I would like to start indoors rather than waiting till May or June to plant them outside. How exactly do I go about this? I'm eventually going to have them in large pots in the yard but it's not too realistic for me to have all those pots inside. I have no idea where I would put them. I went to a gardening seminar yesterday and the guy said to line them up on peat moss and keep them moist. Is this ok? Should they just be out in the open like that? And how well will they do with transplanting? I feel like they should be in soil, but that's just me. How do you guys start your tubers? Thank youu!
