Scuff Marks and White Walls

I've been living in my apartment for about eight months now. There are scuff marks and general "needs to be clean" patches on the walls. I've tried to wash the walls, which are white, but the paint does come off onto the rag! It does not come off in patches, but there will be white 'dust' on the cloth after I've gone through and washed it. For this reason, I'm a bit skeptical to wash the walls since I don't want these patches to look different from the rest of the wall.

Would it be more sensible to paint over these areas... ? Or is there a way to clean poorly painted walls? I don't have this problem with the paint on doors - just on the walls.


Another question: I had some things taped up onto the wall. Due to the humidity, I suppose, there is some left-over 'sticky residue' on the walls. I don't know how to get this off and would like to before we consider moving on as a precaution with our security deposit.
