Seeds vs plants

I'd really like to have a small vegetable garden this year. Specifically I'd like to have a few tomato varieties, some lettuce, peas and carrots. I've been looking on the Burpee website and am thinking about ordering from them. My question is regarding the tomatoes... should I order seeds or already started plants? If I want to order seeds, I'll need to start them soon, right? In regards to the other stuff, I assume those all come as seeds. Should I get one of those little seed starters and start now? Or is it too early? Should I not bother with a seed starter and just plop them down in the ground? I'm obviously very new to this, so I apologize if my questions are stupid. Thank you! I live in Des Moines, Iowa, which the website says is Zone 5.
