Soil and seed question

I started my tomatoes and peas on Monday. I had gotten some seed starting soil and I planted everything in little peat pots. The soil on top is very damp, but I noticed that about an inch down, the soil seems pretty dry. I sprayed all my pots. Should I put some water in the bottom of the plastic try and let the peat pots soak it up? The sides of the peat pots seem fairly moist; they're kind of bendy when I push on them. I just want my little seeds to sprout and grow. What can I do to help them? I have a clear plastic "incubator" lid, and have my fluorescent light on for about 16 hours a day, plus they're on the windowsill of a south facing window. Anything else I should do to ensure they grow and are healthy? Thanks. :)
