Tulips in Zone 8 plus…how to

I'm in Zone 9b/10a and would love to have tulips next spring. I'm wondering is it possible, and how much sucess have other warm-weather gardeners had with bulbs? We don't have a frost, so is it better to refrigerate them or to store them in a cool dry place? Also, is it worthwhile? Can you dig up the bulbs, dry them out, and replant them over and over. I'd like to buy some interesting heirloom bulbs, but I don't want to throw my money away on something that will only produce as an annual. I'm still working on my garden and every penny counts.
